I think Tyfariel nailed it several pages back. It looks like Happy Innkeeper did, in fact, drug their food. Veja is awake because Arua used an infusion of Light energy to heal his leg, which seems to have negated the drugs. Problem now is going to be getting them back to their rooms.

I was going to announce March results today. You can probably note the lateness of this comment. Right now I'm just numb. Another attack on America's capitol; another Capitol Police officer dead. I can't process this along with my physical and mental exhaustion from the past week. I will deliver the March voting on Monday. Be safe everyone.

Cer'veja doesn't have extra strength like Arua. So he's got quite a drag ahead of him.
